Ashtabula Energy NPDES Permit Hearing and Comment Period

Ashtabula Energy is requesting a National Pollutant Discharge Elimination System (NPDES) permit from Ohio EPA. If issued final, the permit would cover wastewater discharges from the company’s proposed industrial processing plant to be located on the south side of Lake Road East, just east of EMC Ashtabula LP, in Ashtabula.

Public comments submitted at Ohio EPA’s Jan. 22nd public meeting and during the initial public comment period have been responded to in writing. The response to comments is available here.

After conducting a review of the application and considering public comments, Ohio EPA has issued a draft permit to the facility. Here is a copy of the draft permit.

This begins a second public comment period which will run through March 27, 2015. In addition, Ohio EPA has scheduled another information session and public hearing (this time, regarding the draft permit) for 6 p.m., March 19, at Kent State University’s Ashtabula Campus, Blue-Gold Room, 3300 Lake Road West, Ashtabula.

Comments concerning the draft permit may be presented at the March 19 hearing or submitted in writing to: Ohio EPA, Division of Surface Water, Permits Processing Unit, P.O. Box 1049, Columbus, Ohio 43216-1049, or EPA.DSWComments@epa.ohio.gov. Please include ID#3IN00387 in all correspondence. Again, public comments will be accepted through March 27.

After considering comments submitted by the public and staff recommendations, Ohio EPA’s director will make a final decision on the permit.
